As of this writing I’m sure most if not all Shooters/Permit Holders in California are aware of the fact that after the 9th Circuit reversed the Injunction against the ‘sensitive areas’ re-implementing the carry restrictions in Senate Bill 2 on 12/30/2023, the Merit Committee of the 9th Circuit then reversed the decision again (1/6/2024) putting the Injunction back in place until there is a trial and ruling. Until there is a ruling, Permit Holders can carry everywhere you could legally carry before SB2’s passage. Additionally, in early December of 2023, the California Department of Justice noticed the DOJ Certified CCW Instructors in the state that effective on 1/1/2024 the vast majority (90%) of CCW Instructors are being De-certified and will have to re-apply to the California Department of Justice but with a twist. The California DOJ will no longer recognize CCW Instructors that received their initial certification via the National Rifle Association. The California DOJ will now only ‘recognize’ Instructors certified through 1) POST Peace officers standard training. 2) Instructors certified through the U.S. Military. and 3) Certification through a school for Armed Guards.

While there are multiple lawsuits against SB2, my understanding is that none of the litigation is addressing the de-certification of the instructors, nor is it addressing the very vague provision requiring all future Initial and Renewal Classes to include an hour of Mental Health Instruction, but the legislation specifically states the instructor(s) is not allowed to teach that hour. My understanding is that there are currently no CCW Instructors in Calaveras County that are certified under the new regulations and capable of issuing a Certification.

This will (and was intended to) bring the CCW Process to a screeching halt as there is no way humanly possible for the remaining 10% of California’s CCW Instructors to process and certify Renewals let alone Initial Classes. My understanding is that Fresno County had over 1,600 applicants in December of 2023, and Tulare County had over 1,000 applicants.

As of 1/1/2024 all Initial and Renewal Classes are on Hold until we can re-certify and find a way to comply with the new requirements in Senate Bill 2. You can be assured that we are doing everything within our power to secure the necessary certifications and resume Classes as quickly as possible.
